Ability
The ability necessary is up to the puzzle maker. A pencil and paper puzzle may just need an inventive mind, whereas a jigsaw puzzle or phisical puzzle of dexterity and logic, may need woodworking or metal working skills to create.

The puzzle must hold the attention and interest of the puzzle solver, preferably in a way that they will not put it down, or that they keep returning to until the solution is found. Puzzles should be made with a clear age group or ability of puzzle solver in mind, from young children to experienced puzzle solvers.

Most puzzle makers will tell you that the most satisfying part of creating a puzzle is not in the beating of the puzzle solver, but in the satisfaction of the puzzler in solving your puzzle.
